Yikes. Don't sign that as is. By law they are obliged to give you a week to consider anyway. I'd like to take a look at the contract if you don't mind.
In the meantime, see if you can find out what your counterparts in other agencies and GBEs are classified at (ie, a 5, 6 or EL1) and what they are being paid. A hunt through www.psgazette.gov.au should give you some info as would the Government sections on seek.com.au and similar places.
